We were deeply saddened to learn of the sudden death of UL Governing Authority member, Tom Considine, on 22nd November.
Tom joined the University’s Governing Authority on 1st December, 2017 as nominee of the University of Limerick Foundation and was appointed Chair of the Audit and Risk Committee, which plays a critical role in the University.
We were fortunate to have his experience and expertise drawn from decades of work for the public service and he will be sadly missed.
Tom Considine was Secretary – General of the Department of Finance from 2002 to 2006. As Secretary –General of that Department he was ex-officio a Board member of the Central Bank of Ireland, a member of the Council of The Economic and Social Research Institute and a member of the Advisory Committee of the National Treasury Management Agency. From 2000 to 2002, he was Secretary-General Public Service Management & Development at the Department of Finance and Chairman of the Top Level Appointments Committee, responsible for recommending candidates to Ministers and the Government for appointment to posts at Assistant Secretary-General and Secretary-General level.
Since 2006 he served two three year terms as President of the Institute of Public Administration. He chaired the European Council Working Group that developed the legal Framework for the EURO. As Secretary-General of the Department of Finance he attended the monthly meetings of the Euro Group Finance Ministers and the separate meetings of the ECOFIN Council of Ministers. He was a former Director of ICC Bank Ltd and J & E Davy Stockbrokers and Director of the Bank of Ireland Group. He served on Board Committees for all three organisations. In the case of the Bank of Ireland Group, he served on the Audit Committee from the time he joined the Board. He chaired a Board Working Group in early 2009, which led to the establishment of a separate Bank of Ireland Group Board Risk Committee. He chaired that Committee for seven years and continued as a member thereafter. He also served as a Trustee of the Bank Staff Pension Fund. He completed his final term on the Bank of Ireland Group Board in 2017. He was a Fellow of the Association of Chartered Certified Accountants and a graduate of UCD.
He was a passionate GAA supporter.
